Abstract
What are the main elements involved in the development of an "outstanding" public school music program? Everyone answers in unison-good organization and good teaching. What constitutes good organization? Good organization begins in the nursery school and kindergarten, and it is a continuing process throughout the public school system, with the supposition that good teaching is involved.
