Abstract

A staff development model for a transitional bilingual program for Spanish bilingual primary teachers was developed. The project was designed to meet the need of a specific skills staff development plan in order to insure the achievement of educational excellence. The project presents a Spanish bilingual teacher professional competence development plan, which is representative of the types of needs and situations that they have encountered in instructing Spanish limited English proficient children. The plan includes activities for teachers' skill development and role definitions of the different personnel involved with the education of the students.
