Abstract

The critical incident technique developed by J.C. Flanagan was used

to identify the competency requirements for mid-managers and first-line

supervisors for a municipal government. A system of classification

containing 5 major job skill training categories and 20 behavioral activities

resulted. Thirty-four individuals participated from two City management

and supervisory groups. Job-related behavior observation scales were

developed based on 100% interjudge agreement. Implications and

limitations for the use of these scales by the City are discussed.
