Abstract
The purpose of this study is two-fold. The first objective is to review research done in the area of helping disadvantaged elementary children learn to read, the importance of this research to scholastic growth and whether or not it merits the time required for development of techniques and activities. The second objective is to formulate a collection of techniques and activities for helping disadvantaged elementary children learn to read.
