Abstract

This paper presents an analysis of the relationship between American neutrality and Germany's submarine campaign during World War I. The forces that acted upon foreign policy in the United States and Germany during this period are examined. The focal point is the sinking of the Italian liner "Ancona" in the Mediterranean in 1915. The concluding chapters deal with the diplomatic reactions to the "Ancona" case and the steady movement of the United States into the Allied camp.
