Abstract
This is a documented brief on peacetime concription. The study is limited to France and Germany only, because: a. These two states have been the chief exponents of this form of military service. b. One represents a democracy; the other represents an autocracy. c. Of the author's desire to keep it short enough in length so that very busy men and women may find time to read it carefully, in its entirety. The experience of other European states, whose peacetime conscript armies were put to the test of war, are, in general, strikingly similar to those of France and Germany. This is not a brief for pacifism.
